Project Location:

This project is located in Wallowa County on US Forest Service land on the following streams:

Doe Creek
Billy Creek
Summit Creek

Project Objectives:
The objective of this project is to restore season-long passage of adult and juvenile steelhead by replacing three culverts in the Upper Joseph Creek Watershed.  Culverts at Doe and Summit Creeks will be replaced with open bottom arches; a bridge will replace the culvert at Billy Creek.  
These culverts were rated as high for replacement in the Culvert Fish Passage Rating and Prioritization Report by the Wallowa-Whitman National Forest staff based on Region 6 fish passage evaluation criteria.  The Upper Joseph Creek watershed was ranked high priority for steelhead/redband trout restoration work in Toward an Integrated Classification of Ecosystems: Defining Opportunities for Managing Fish and Forest Health (Rieman, et al 2000).
In addition, the Grande Ronde Model Watershed Program Action Plan (1994) states:
"Site-specific passage problems can affect salmonid fish production over a large area.  Projects to address passage problems receive the highest priority for near-term action because project success is virtually certain - quickly reducing fish mortality and improving production without making any societal or individual sacrifices."
Finally, the Stream and Riparian Condition in the Grande Ronde Basin prepared for the Grande Ronde Model Watershed Board (1993) rates treating serious passage problems for anadromous fish at man-made structures as a must address priority.
