Environmental Compliance on this project was produced by Bureau of Reclamation in coordination with BPA staff therefore no Environmental compliance work element appears in this scope of work.

Existing Condition
The Diversions are made through a tunnel that was blasted into a bedrock cliff on the left bank.  There is no headgate or screen at the head of the intake tunnel, and the result, this exposes the first 300 feet of the canal to erosion and potential for failure from overtopping during high flow periods.  In addition, excessive sediment accumulations at the fish screens for both the acclimation pond and the irrigation canal have occurred during periods of high sediment transport because of a lack of headgate control.

Proposed Improvements
This project involves construction of a new upstream fish passage structure to improve passage, renovation of the dam to prevent failure, and constructing a new ditch headworks to eliminate winter redd-stranding and sediment accumulation.  For upstream passage, the fish ladder will be replaced with a roughened channel.  The channel is designed to provide passage at all potential flow regimes.  The existing concrete dam will be modified by increasing the elevation of the dam 6 inches to increase operator safety when placing flash boards in addition to reconstructing the downstream splash apron to stabilize the structure.  An operable headgate with sediment retention capability and a removable adult fish barrier at the head of the ditch will alleviate sediment and redd-stranding.

A  no cost time extension was requested due to weather preventing completion of the HIP BO report to BPA.  This work should be completed by April 30, 2007.
