Background:

The Whitehall well would be similiar to the Entiat 4-mile wells project.  The Whitehall Wells project is to eliminate 3 unscreened irrigation diversions on the Entiat River and replace them with 3 groundwater wells.  The three existing surface water pumps are referred to as Upper, Middle, and Lower.  The upper pump screen is a debris screen at the pump, which will pass small fish and impinge large ones.  The middle pump is a hand shallow well that Washington Departmen to Ecology classifies as a surface water diversion because of its locationi n the floodplain.  The pumps are located in a small off-channel pond, which may also be a fish barrier due to the boards used in the pool and the pump in not screened.    The Bureau of Reclamation is desigining the project.  The Chelan County Conservation District is assisting in change in point of diversion permits and permits for construction.

Description of work:  This contract is to fund the Chelan County Conservation District to provide administrative support for permitting, environmental compliance and oversight as well as a subcontract to drill three well to replace surface water diversion for irrigation.
