Contract Description:
The purpose of the Umatilla River Subbasin Fish Habitat Improvement Program (1987 - 100 - 02) is to enhance production of indigenous wild stocks of summer steelhead and reintroduced spring chinook within the Umatilla subbasin through habitat protection, enhancement and fish passage improvements by both passive and active restoration techniques.  Historically, projects have included livestock exclusion fencing (passive restoration) to protect riparian habitats, along with the installation of instream structures (active restoration) to address erosion and improve fish habitat conditions.

In the work period October 1, 2007 through September 30, 2008 the fish habitat program will have accomplished approximately 3.0 miles of riparian fence projects on Meacham Creek, with the signing of the 15 year cooperative agreement by Forest Capital.  There will be two off-site water developments installed on the Meacham Creek/Forest Capital property.  The fish habitat personnel will review and oversee willow cutting installation along 0.25 miles of Birch Creek, associated with the Weinke Dam removal completed in 2007 work period.  Program personnel will also assist with development and design of two dam removal projects one on West Birch Creek (Low Property) and one on East Birch Creek (Joliff property).  Project personnel will conduct spring and fall maintenance of 9.97 miles of riparian fence, 6 watergaps and 9 spring developments within the Umatilla basin.  Personnel will inspect previously installed structures on current habitat projects after winter high flows and complete maintenance if needed.  Weed control by personnel will consist of spraying approximately 117 acres on existing projects. Thermograph data from 11 permanent temperature loggers will be summarized and calibrated.
