Background:
This is a five year contract between BPA and Central Washington University, Geology/Pacific Northwest Geodetic Array (PANGA) Data Center to provide qualified faculty and staff to conduct geodesy land surface elevation monitoring at the Cle Elum Science & Research Facility (CESRF) Hatchery as required in the Amended Temporary Water Permits for the CESRF Hatchery and the recommendations of Washington Department of Ecology (WDOE).  Ground water augmentation for hatchery operations has resulted in a decline of approximately 60-100 feet of ground water level since 1997.  Well field capacity appears to be reducing, however, with recent changes in hatchery operation, BPA is attempting to stabilize ground water levels. CWU's Geology/PANGA Data Center has the scientific expertise and high precision millimeter-scale Global Positioning System (GPS) technology needed to assist in the precise measurement of land surface elevations at the hatchery grounds.  The object of this 5-year study is to identify and monitor the land surface elevations at the CESRF hatchery to ensure extraction of ground water for hatchery operations does not impact the surrounding land surface elevations.  CWU will provide the professional geodesy expertise and consultation services necessary in complying with BPA Amended Temporary Permit to conduct long duration well field monitoring authorized as beneficial use for continuous fish propagation - No. G4-32414 and to operate the Cle Elum Fish Hatchery in Cle Elum, Washington via manual or remote collections, upload daily inputs on a monthly download schedule from monument site to CWU computer system for analysis and interpretation by Geodesy expert.

Contract:
CWU will establish the monument sites for land surface elevation data collection and monitoring, survey GPS antennas relative to nearest well heads and other available benchmarks (the second site is to be established in year 2, if needed), and assist CESRF hatchery staff install GPS antennas and receivers for capturing land surface elevation data collection.  CWU will be manually download data from receivers on a monthly basis, process and analyze the collected data, and provide quarterly reports.  

Under a separate contract to BPA, CESRF hatchery staff will assist in providing excavation equipment, materials and installation.  Monitoring equipment is to be supplied power from CESRF hatchery, if available.  Communications/internet connections to upload data  may be provided by CESRF hatchery if practical and becomes available.  Site maintenance (grounds and security) is to be provided by CESRF hatchery staff, however, equipment calibration is to be provided by CWU.

Work includes reviews of the daily inputs from data collection at monument site, providing geodesy expertise to analyze and interpret raw data, and  reporting deviations or changes to BPA, CESRF Hatchery Manager and Department of Ecology.  Quarterly reports and Annual Monitoring Reports are to be presented to BPA, YN and WDOE via emails.   Annual Monitoring Reports which includes cumulative data analysis are to be uploaded to PISCES within two weeks following completion of that year's field data collection.  

During this  5-year contract, Quarterly Reports are due October, January, April, and July of each year covering the previous 3 month period, to BPA, YN and WDOE as required in  Amended Temporary Permit No. G4-32414, Permit Conditions 5.7 Additional Investigation authorized by Department of Ecology.    Results will be presented in a quarterly report providing a time series tracking the motion of the antenna compared to nearby sites (Snoqualamie and Ellensburg) to BPA, DOE, CH2M Hill and YN via email and uploaded to the PISCES system. All survey, data collection and report writing as described in this contract, will be overseen by a qualified Geology/PANGA data center geologist.  (A qualified geologist will have at least a Master's Degree in the fields of Geology with concentrated study in tectonics/deformation/analysis of Global Positioning System data or other applicable specialty with substantive field experience).
