Contract Description:
The purpose of this contract between Bonneville Power Administration and PC Trask & Associates is to assist the Action Agencies in the management and expansion of their estuary habitat restoration programs and to satisfy 2008 BiOp requirements. The contractor will provide technical and planning services in support of a new Action Agency decision-making process and use a science-based approach to evaluate and approve Estuary Partnership recommended habitat restoration projects. The contractor will help ensure the Action Agency habitat restoration efforts directly address BiOp requirements that the Action Agencies are responsible for satisfying.

The contractor will also assist the Action Agencies in the development of their new 2008 BiOp Pile Structure Program, identified as Reasonable and Prudent Alternative (RPA) #38. The contractor will provide planning and technical support by assisting the Action Agencies in the timely completion of responsibilities outlined in RPA #38. The contractor will help to establish program policies and technical guidance in coordination with the Estuary Partnership and other interested regional parties, including but not limited to Washington and Oregon, Lower Columbia Fish Recovery Board, Columbia River Estuary Task Force, and Watershed Councils.
