This CCR 19825 is the second contract amendment to extend the Idaho Fish Accord "Umbrella" contract.  The purpose of the umbrella contract is to prepare projects for implementation by completing project narratives, develop contract Statements of Work (SOW) and provide oversight of Idaho Fish Accord implementation.  This CCR provides additional time and funding to accomplish these objectives.  

This is a one-time project/contract under the 10-year MOA to provide support for planning and development for new MOA work. This project/contract is envisioned to be renewed as needed to provide support for planning, development, coordination, and administration of the ten projects identified under the 10-year Idaho Accord, any substitute projects, and any additional contracts that may be agreed to by the parties.  This contract covers BPA Project #'s 200860100, 200860200, 200860300, 200860400, 200860500, 200860600, 200860700, 200860800, 200740200 (expanded), 200201301 (expanded), and 199005500 (expanded).  It provides personnel and minor incidentals to support Idaho's Office of Species Conservation (OSC) in development and planning for MOA project implementation. This work includes, but is not limited to: Proposals, Prioritization Lists, Project Spreadsheets, Responses to ISRP comments, and contract documents, such as Statements of Work and Budgets.  

Deliverables under this contract include narratives to ISRP; responses to ISRP comments; project identification; project scoping; development or renewal of subcontracts; administration of subcontracts; MOA/MOUs with other Idaho entities receiving funds under the Idaho Accord; as well as all budgeting and reporting as required.

Budgets may include subcontractors. The suggested way to provide subcontractor budgets is to provide the number of hours at the fully loaded rates.

Initial contracts will extend for no longer than one year. A mid-year evaluation will be used to gauge if the contract needs to be extended due to complexity of the process or extent of the workload.

Separate contracts for actual implementation will be used for activities under specific projects: personnel, purchase of equipment, materials and supplies.

If a replacement project is required on any of Idaho's projects, any unfinished milestones for that project will be cancelled and a work element for the replacement project will be added to this SOW.
