This project seeks to develop two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee, John Day and Salmon River basins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins.  This work builds on current status and trend monitoring programs within each of these basins; however, the proposed work differs structurally from much of the ongoing status and trend monitoring work as it focuses on the explicit development and testing of the sampling protocols and methodologies required for generating habitat and population monitoring data of known spatio-temporal resolution, accuracy and precision.  The proposed work expands on the utility of status monitoring data to explicitly address watershed-scale questions of habitat restoration action effectiveness.  The ultimate objective of the project is to develop an end-to-end data gathering to analysis system that supports tributary habitat off-site mitigation actions.

This contract's specific portion of the entire project (2003-017-00) will address overall coordination tasks.  The overall technical and scientific coordination of the project will be accomplished by the project sponsor (NMFS/NWFSC, Dr. Chris Jordan) through this contract.  

This contract will also cover three additional technical coordination tasks: data collation to support initial design and scoping, data management system design and development, and statistical support for project data analysis.  These tasks fall under the overarching heading of technical project management, and are identified as individual tasks as they will be accomplished through a variety of subcontracting vehicles initiated by the project sponsor.

The role of actions under this contract are to integrate and oversee all other ISEMP (2003-017) contract and cost-share actions.  As a result, some WEs appear redundant with other contracts; however, these are shared tasks and tasks where direct NOAA staff or contractor participation is necessary.  All potential WE overlap is identified in the WE description.

This change in contract end date does not involve a change in socpe or cost, only in the performance period.

Only Work Elements J, K, M, N are affected by this NCTE, all other WEs will not change in terms of timing, milestones or deliverables.

Rationale:

Work Element J -

Final data sets are still coming in from the regional data stewards, so we have not been able to fully test our data migration package that validates data inputs and stores data in the STEM repository.  As a result,  we have not loaded any data other than sample final data sets.  We are currently problem solving issues that data stewards have been having with getting data out of ARS into a format that STEM can consume.  

Also, we have are done with the initial website design for data query and viewing -- mock-ups have been circulated for feedback.  We should be able to have the website completed by March 31, but I am concerned that we will not be able to fully test the website without final data for exporting.

It is estimated that an additional month is required to successfully complete these tasks.


Work Element K -

With decreased snow pack accumulation, river levels have been high through the fall and winter "low water" work periods, so the amount of instream work we have been able to accomplish has been reduced.  In addition, several supply procurements have been unavoidably delayed, so additional time to complete and install PIT tag antenna arrays in the SF John Day and mainstem Wenatchee is necessary.


Work Element M and N -

Status reports and final contract report timing is adjusted to include the additional time requested.
