Contract Description:
This contract is funded under the Lower Columbia River Estuary Partnership Habitat Program (LCREP), 2003-011-00.  The mission of the LCREP's Habitat Restoration Program is to implement and monitor strategic, well-coordinated, scientifically sound projects designed to rehabilitate, enhance, protect, conserve, create, and restore 16,000 acres tidal wetlands and other key habitats to support native species using the Lower Columbia River estuary from the river’s mouth to Bonneville Dam, with a special emphasis on ESA listed species, and other focal species described in the Comprehensive Conservation Management Plan and the sub-basin plan.  The CLT will coordinate with the LCREP, Action Agencies, and others in implementing this contract.

The purpose of this contract is to:

DEVELOP TARGETED LANDOWNER CONTACTS IN THE LOWER COLUMBIA RIVER FOR THE PURPOSE OF ACQUISITION FOR RESTORATION

Goal: Solidify a collaborative process between the Action Agencies, Columbia Land Trust, and other restoration partners to: 1) Strategically identify landscapes where acquisition for restoration is most likely to successfully occur, and 2) utilize the Columbia Land Trust’s capacity in land owner outreach to identify landowners that are willing to sell, or deed development rights of their property for the purpose of habitat restoration.

Objectives
1. Develop a tiered list of approximately 100 focal properties for potential conservation, with an initial emphasis in Reach F
2. Develop informational outreach materials for landowner contacts
3. Contact 20 to 40 landowners to discuss conservation interest in their property and land acquisition and restoration options
4. Complete Letters of Agreement for further project development with a hoped for three to four property owners to acquire or restore their property
