Contract Description:
WDFW will implement the Abernathy Tidal Restoration Project -- as a Washington Estuary Habitat MOA Project -- under direct BPA funding (this contract).

Brief Background:  A Section 536 Feasibility Study for the Abernathy Tidal Restoration Project was initiated by WDFW and the Corps in 2009.  This Study included the development of a preferred Restoration Alternative.  All of the information, data, and draft reports from the 536 Feasibility Study will be available to WDFW engineering staff to develop the agreed-upon alternative and restoration design for this BPA contract.

Technical Review: WDFW biological and engineering staff will review the relevant information, data, and recommendations derived from the 536 Feasibility Study -- and develop a final preferred restoration alternative for implementation under this contract.  WDFW will present the rationale for this Restoration Alternative to the BPA COTR and PM; upon consensus between WDFW and BPA regarding the final preferred alternative, the WDFW Engineering Team will move forward to the Design Phase.

Design: The first phase of implementation, covered by this contract is development of the Conceptual (30%) and Final Design (100%) of the preferred restoration alternative.

The conceptual design will be the basis for initiating county, state and federal permitting requirements, as well as the NEPA / SEPA environmental review processes.  The Final (100%) design will be the basis for the Construction phase of the project implementation.

Construction Planning: As part of this contract, WDFW will develop a Statement of Work and Draft Budget for the Construction Phase of the Project.
