This Accord Administration contract provides personnel and minor incidentals to support the Idaho Governor's Office of Species Conservation (OSC) in providing project and/or contract oversight, administration of contracts and subcontracts, and status reports for Accord projects as needed.  The contract also includes subcontracted staff time for the purpose of identification, prioritization and implementation of projects, including those under 2010-072-00 Lemhi River  Restoration and 2008-603-00 Pahsimeroi River Habitat.  

In 2008, Idaho's Governor directed that all funding and contracting for Idaho's Accord projects was to go through the OSC.  OSC will continue to manage individual projects as needed to ensure adequate oversight and provide that all state agencies and their partners work in a coordinated fashion.  Idaho's Accord projects require varying levels of oversight by OSC.  Individual work elements are provided for each of the Accord's contracts to reflect the level of effort.  Some of the Accord projects require contracts directly between OSC and BPA, with or without subcontractors.  Some Accord projects will result in contracts between the Idaho Department of Fish and Game (IDFG) or other entities and BPA, with OSC performing an oversight role.  OSC will provide project level oversight in support of Idaho's Accord projects, including direct implementation support as needed.

OSC will provide financial and contract administrative services in support of each Accord contract as needed (individual contract needs to be determined by who the contract is with and the level of effort required for the project):

Provide oversight of the Accord contracts.  
Write, coordinate and administer subcontracts for each contract between OSC and BPA, as needed.  
Submit invoices to BPA for those contracts between BPA and OSC, as needed.
Prepare or review funding packages for each project annually or more often as needed.
Submit accrual information for the Accord Administration contract and all other contracts between OSC and BPA.

Deliverables under the contract include oversight and administration, including budgetary review, for each of Idaho's Accord projects, a complete funding package for the next year's Accord Administration (2009-023-00) contract, and attendance at TOC or Technical Team meetings in order to provide coordination and support.
