Contract Description:
Problems identified in the Salmon Sub-basin Management Plan (May 2004) indicate that the Upper Salmon Watershed encompasses a total of five Chinook species populations, two steelhead populations and one sockeye population. The Upper Main-stem Salmon River from Pahsimeroi confluence to the headwaters has been altered by irrigation with-drawls. The plan addresses improved connectivity of tributaries that are intercepted or impacted by irrigation ditches.  Improvements to water deliver Pole Creek is anticipated to modify the sequence and/or timing of when the diversion operates and how much flow is taken out of the system at critical times to sustain the focal species. The irrigation diversion components that are addressed within this proposal are in full cooperation and partnership with Idaho Department of Fish and Game Screen Shop, Bureau of Reclamation, Sawtooth National Recreation Area, Shoshone/Bannock Tribes, Idaho Department of Water Resources, NRCS and many other partners including but not limited to OSC and the Upper Salmon Watershed Project. The project on Pole Creek Described in this Statement of Work will facilitate a restored hydrologic cycle within Pole Creek, with near natural peak and base flows. Most notably, during the late summer irrigation period, the current situation will be reversed from Ëœ75% of flows being removed from Pole Creek to Ëœ75% remaining within. These considerable flows will extend down the length of Pole Creek (Ëœ4.5 miles) through the private lands, and add substantially to another Ëœ8 miles of the headwater of the Salmon River, building on the many previous investments and efforts towards the same objectives. These flows, when combined with the other ongoing or anticipated objectives on both public and private lands within Pole Creek, will also provide access to an additional Ëœ7 miles of critical habitat upstream of the Pole Creek Point of Diversion.
