This contract fulfills BOG request 0536.  Kittitas County Conservation District will replace the pump under subcontract.  
Thereafter, BPA will sign an agreement with the water users under which they will take possession of the pump and the system.
The pump replacement will be by subcontract (as indicated in the budget).
