Contract Description:
Projects for FY16 will include locations on the Fort Hall Bottoms as in years past, the Bottoms is a flood plain on the Reservation adjacent to the Snake River with numerous artesian springs.  Diggie Creek Construction was to begin in the fall of 2015, however, due to the project location in a pasture, the Land Use Department and Commission recommended the Project be delayed until the Spring of 2016 when the pasture was vacant of cattle use.  Also, forcing a delay of construction was the Tribal Environmental review of the project, which needed to be completed via the newly developed online system, which was implemented in the winter of 2016.  This process of environmental review was developed by the Tribes for natural resource staff to upload and review projects internally, submitting comments and recommendations etc.  Also, of concern from staff is the presence of T&E species in the Diggie location.  These include Yellow Billed Cuckoo and the orchid Utes Ladies Tress.  While the Diggie report references T&E species will be enhanced in terms of habitat, further mitigation should be proposed such as avoidance or transplant of the Utes if verified in the project site.  A walk through of the site for Utes Ladies will need to occur in July 2016 before the construction begins.  Diggie construct will need to be broken into 2 phases, Phase 1 beginning July 2016 utilizing FY15 funding and Phase 2 wrap up and revegetation.  Phase 2 will need to utilize FY16 funds.  Additional funding for sub-contracts will need to utilized for the Doug's Sloping Project which include Final Design and Design Team to oversee pre-construct including permitting, environmental review, bid selection of contractor and procurement of materials.  Finalization of the RM&E will occur into the 2016 and 2017 with the fish population investigation and food base modeling by ISU (Idaho State University Ecology) and Tribes collaboration.  Final Report is anticipated early 2017.
