Project Update to reflect current Cle Elum Supplementation and Research Facility Hatchery Mitigation Requirements:
Through operation of the groundwater wells at the Cle Elum Supplementation and Research Facility, by the CLe Elum Hatchery project sponsor Yakama Nation, associated wetlands have been impacted by lowering of the groundwater table. As a result, wetland mitigation was required. BPA, with the WA Dept. of Ecology finalized a Wetland mitigation plan that was approved via an "Administrative Action"  by WA-ECY and this will be attached to the contract documents. The mitigation plan consists of preservation of  the ~40 acre Eagle Bend property.  The preservation of this property enables completion of mitigation that is geographically strategic, cost-effective and ecologically significant.  
This contract is for the purpose of funding the Kittitas Land Trust to conduct 'due diligence' pre-acquisition actions that includes mineral rights extinguishment and negotiations of documents as part of BPA providing funds to the KCT to hold.fee title to the property called "Eagle Bend".
