Contract Description:
Through this contract, the contractor, Washington Water Trust (WWT) will resume to ensure construction activities will occur in FFY20.  With the authorization from EWB, capital funding was rescheduled to FFY19 to implement this project.

Construction activities were delayed due to unexpected cultural resources findings on the preferred pump station site.  The results of the Section 106/ cultural resources survey demonstrated culturally significant/ sensitive areas in the primary pump station site  on the Wenatchee River immediately upstream from the Icicle Creek confluence and required analysis of a previously identified alternative pump station site near RM .75 on Icicle Creek.  This has required a new easement negotiation.  WWT has initiated contracting with outside funding of a yellow book appraisal for the purpose of negotiating an easement and final landowner agreement with both the irrigation company and the owner of the proposed pump station site.  The associated milestones will be rescheduled under contract CR - 335804.

WWT has continued to maintain contact with the Cascade Orchards Irrigation Company Technical Advisory Group and the BPA - pm/ COR on project development.

Permitting is ongoing, and will also be included as a deliverable under CR-335804. Anchor QEA is awaiting final survey data to finish the  60%, 90% designs and bid packages for each of the pump station, mainline, and lateral construction sub-components, and expects the new completion date to be October 2019 for the 60% design and  December 2019 for the 90% design and bid packages. These milestone schedules will be included in contract CR-335804.

The contractor Washington Water Trust (WWT), its designated agents, sub-consultants and project stakeholders will be available, responsive and collaboratively address contract related issues during the term of the contract. Contract issues include but are not limited to technical, policy, regulatory, project management and associated elements related to the project. Successful execution of this contract is contingent on alignment of the preceding contract issues with the BPI and BPA contracting processes, project management plans, design review protocols (including but not limited to BPA RRT design review, Technical and Design Team guidance, review, input, comments, integration, stakeholder congruence with proposed actions and decisions rendered by 1) the project executive team (BPA, UCSRB, WWT). Arbitration and dispute resolution will occur relative to the following two tier escalation ladder: 1) conference with the project Executive Team and 2) Direct consultation between program managers.
