Contract Description:
** This contract serves as a pass-through of USFWS funds to CREST.  The funding is not directly from BPA, but from USFWS in order to utilize USFWS wetland restoration funding.  Therefore, the SOW and LIB are not fully developed since the subcontractors have not been determined and project details have not been completed.  BPA is not responsible for the environmental compliance for these two projects under this contract.**


CREST proposes to continue to implement estuary habitat restoration projects during this contract period using funds allotted to CREST from the US Fish and Wildlife Service (USFWS) through an Intergovernmental Agreement between the USFWS and BPA.

The funding CREST receives through this individual contract is an extension of a previous contract. The remaining funding for this contract will be used for the John Day #11 Tidal Habitat Restoration. The John Day #11 project is currently in design, engineering, and permitting and will move to construction in 2020.

Deliverables for this contract include:
1) Implementing on-the-ground estuarine restoration at the proposed John Day #11 site

The proposed project described above will provide immediate access to estuarine habitats for juvenile salmonids. CREST has secured, and will continue to pursue cost share for project engineering and construction during this contract period from the National Oceanic and Atmospheric Administration, Oregon Watershed Enhancement Board, and the United States Fish and Wildlife Service.

Within this contract, major work elements are directly related to implementation of a previously designed project.

The John Day #11 project has undergone a cost/SBU preliminary review and preliminary scoring by ERTG. It is possible that these project will go through the ERTG review again, if recommended by BPA.
