Contract Description:
This contract replaces contract #84042 REL78 for the new performance period. This contract under project 1992-009-99 is often referred to as the "fund swap" contract. In 2014, BPA, NOAA, and WDFW came to an agreement where NOAA assumed funding responsibility for WDFW's coded wire tag program, which was implemented below Bonneville Dam and had previously been funded by BPA. In turn, BPA assumed O&M/overall responsibilities for the 21 sites built with Mitchell Act funds, provided to WDFW through NOAA. The responsibility swap made more geographic sense and was a better reflection of BPA's primary area of impact, while all original work remained funded.
WDFW splits this fund swap budget into three defined tasks as described below. The task funding split has historically been close to 37% for task 1, 31% for Task 2, and 32% for Task 3. However, WDFW annually evaluates the current state of affairs and communicated internally, then with BPA, to gain agreement on the spending strategy in an effort to best leverage funds and address issues of greatest need. The tasks are described below.
Task 1 - Inspection, operation, and maintenance of one fishway and 21 fish screens located on upper and mid-Columbia River tributaries.
Task 2 - Provide ongoing fishway operation and maintenance for 16 lower Columbia River fishways.
Task 3 - Cost-share with other proponents, fish screening Research and Design, fish screen purchase or fabrication, and other allowable actions to support the recovery of anadromous salmonid species in the mid and upper Columbia River and its tributaries. WDFW staff will attend the 2023 FSOC conference in Medford, OR September 11 - 15, 2023 on this contract. Funds from this contract may also be used for fish screen effectiveness on juvenile lamprey with federal partners, fish screen R&D, and for post-2023 irrigation shutdown fish rescues. WDFW may also attend the 2023 lamprey information exchange to be help during December in Portland/Vancouver.
