Background:

In the Accord with the Colville Confederated Tribes, BPA agreed to fund a suite of new, expanded and existing projects for 10 years.  Each of the projects to be funded is a mix of project actions and administrative work.  Administrative work has previously been funded directly through each contract.  Since an individual staff person may be undertaking administrative work for multiple projects, it has been difficult  for BPA to examine how all of the administrative work is being funded and fits together  Therefore, BPA has been working with the Confederated Tribes of the Colville Reservation on an alternative approach through which all administrative work will be implemented through a single project with funds drawn from the projects that are being supported.

Purpose of this Contract:

This contract will pull funds from multiple Accord projects.  The scope covers all administrative staff, utility charges (Electrical and Water not directly related to specific project work) for all F&W Department work stations or facilities; travel and training; vehicle expenses; office needs; cell phones and land lines as well as reimbursement by square footage billed as rental fees for upgrades to two office buildings. When costs for building upgrades are paid off, the rental charges will be reduced to maintenance for prorated costs for activities for those employees who are funded by BPA.
