Contract Description:
This contract is for Phase 1 of the Upper White Pine (UWP), Segment II Habitat Improvement Project.

This phase will develop draft conceptual designs (15% designs) for restoration treatments that address unacceptable limiting factors within the UWP Segment II project reach (Nason Creek RM 13.0 - 13.6). It will include background research and data collection, topographic and geomorphic survey, hydraulic modeling, and targeted outreach and collaboration. The process will develop and evaluate several restoration alternatives, identify a preferred alternative, and prepare Conceptual Designs that describe treatments to improve capacity and survival for multiple high and medium priority ESA-listed salmonid life stages.

The project area is within Lower Nason Creek, Reach 13, a rank 1 priority reach and a high priority for multiple life stages of ESA-listed salmonids including: spawning, adult holding and rearing spring Chinook and bull trout (high priority); spawning (medium priority) and winter rearing (high priority) steelhead; and adult non-spawning and sub adult rearing bull trout (medium priority). Implementation of the proposed reach-based design effort is expected to result in up to 0.2 river miles (RMs) of levee removal, channel complexity restoration on up to 0.6 RMs, potential channel modification on 0.4 RMs, and enhanced connection of ~7 acres of floodplain within the project reach. This project expands upon the UWP Phase I restoration effort (RM 12.7-13.2) completed in 2018 (see uploaded UWP Final Report), which realigned 0.3 RMs (RM 12.7-13.0) of the channelized UWP reach into engineered, high complexity meanders, the channel still remains in the constructed and entrenched alignment from RM 13.0-13.4.

This project was selected for funding in the FY25 Targeted Solicitation under Bonneville's Upper Columbia Habitat Programmatic (project #2010-001-00). This contract contains subcontracts.
