A fund that tracks the additional budget provided to projects that are part of the FCRPS 2008 Biological Opinion (BiOp) portion of the Program (as opposed to the Fish Accord portion of the program) once the fiscal year starts, or "within" the fiscal year. The intent is to limit this pool of money to an agreed upon amount each fiscal year.
