Summary:

The Spokane Tribe Blue Creek Winter Range Project was developed to mitigate the construction and inundation losses associated with Grand Coulee Dam. The losses to the Spokane Tribe of Indians totaled 6679 HU's (from the 1986 Final Report: Wildlife Protection, Mitigation and Enhancement Planning for Grand Coulee Dam) for Sharp-tailed grouse, Ruffed grouse, Mourning dove, Mule deer, White-tailed deer, and riparian forest cover type.

The tribe proposes to purchase 3,927 acres of Forest Capital Lands as well as a private 10 acre parcel for $13,800 which has been in the works for a year or so. An updated appraisal for Forest Capital resulted in an appraisal value that went from $5,469,000 to $5,658,000; an increase of $189,000. The required changes came after the project initially went through the BOG process in which the initial amount plus $13,000 for a FY06 carry-over land acquisition and $18,000 to cover closing costs. Hence, this SOW includes the difference w/in the budget section.

The Project Manager did an FY08 contract for HEP work, legal surveys and funding to conduct potential swaps to consolidate vs. the checker board, but also sees the need for some funding in FY09 to complete HEP work; Not all of the 29 tracts will get done otherwise. These costs will be rolled into the main Blue Creek Contract. 1394 HUs will be credited from the purchase of the Forest Capital lands.
