Background

This land is part of a future acclimation pond site for the Chief Joseph Hatchery Program sponsored by the Confederated Colville Tribes (CCT).  BPA purchased the property due to it's prime location on the Okanogan River.  Because the Environmental Compliance work on this Program is not yet complete BPA will hold the property until the Draft Environmental Impact Statement (DEIS) is complete and approval to move forward.  It is BPA's intent to maintain the current land use practices until this property begins construction on the acclimation pond.  The most prudent and cost effective way to maintain the current use of this property is to compensate the previous landowner for his time and materials to maintain the current land use.

This contract is with the previous landowner, Mr. James Hopkins.  The work described includes all activities and task associated with maintaining the current land use.  This includes but is not limited to irrigation startup, shutdown, maintenance and repair of flood gate, maintenance of various equipment, lawn and grounds maintenance and all associated work to maintain the current crop.

BPA has agreed that the landowner will provide information to BPA for Pisces quarterly report, but BPA COTR or designate will actually submit the report.
