Funds from this contract will be used to complete two large projects in the Hood River basin that will increase instream flows and improve fish passage. These projects will be completed through a partnership with the respective irrigation districts. Cost share funds have been provided by the Oregon Watershed Enhancement Board (OWEB) and the Pacific Coastal Salmon Recovery Fund (PCSRF).  

Dee Irrigation District West Fork Streamflow Improvement Project:
Implementation of this project will result in piping approximately 4.2 miles of an earthen main canal ditch the Dee Irrigation District (DID) uses to convey water from the West Fork Hood River to patrons on Dee Flat.  Project benefits include: significant reduction in water loss through seepage, elimination of two tributary diversions, reduction of ditch erosion/failure and reducing the amount of water needed to supply water demand for district patrons. The resulting water savings of approximately 3 cfs will be converted to an instream water right with a 1909 priority date. Additionally fish passage will be improved by increasing the flows in the West Fork at the point of diversion. This project is a major step towards pressurizing the DID water delivery system. When realized this will result in significant water savings (~ 6 cfs) that DID has pledged to convert to an instream right.

Funds from this contract will be used to: complete final engineering design and environmental permitting, purchase materials (pipe, fittings, couplers, culverts, screens, fill, concrete) and install pipe and associated infrastructure.   Project oversight and environmental compliance permitting will be provided by HRPP personnel.  This SOW will be updated to reflect accurate cost estimates and refine work elements and LIBs upon completion of final engineering design.  

East Fork Irrigation District Headworks Improvement:
The East Fork Irrigation District (EFID) currently diverts water from the East Fork Hood River to their irrigation intake by constructing an earthen push up dam each spring. The push up dam is a complete barrier to migrating adult spring Chinook salmon during periods of low stream flows. The goal of this project is to restore low flow adult fish passage around the EFID diversion without compromising the District's operations.

Contract funds will be used to purchase an Obermeyer weir and necessary materials for constructing a permanent diversion and headgate and a new fishway.  Materials to be purchased include concrete, fill, gates, valves, electrical components, telemetry components, and pipe. Project oversight and environmental compliance permitting will be provided by HRPP personnel.  This SOW will be updated to reflect accurate cost estimates and refine work elements and LIBs upon completion of final engineering design.
