Contract Description:
This technical subcontract with QW Consulting LLC (herein QW) addresses the ongoing need to provide access to information required to assess and communicate mitigation under the Northwest Power and Conservation Council’s Columbia River Basin Fish and Wildlife Program. The goal of this contract is threefold:
1.    Support the Council’s Adaptive Management approach to assessments and decision-making by providing tools that support data management, access, and communication (e.g. website pages, interactive storymaps, dashboards, web-based queries); by maintaining and advancing the Council’s Program Tracker’s suite of tools used to for its Goals and Strategy Performance Indicators; and, for communicating information related to its Research Plan’s critical uncertainties.
2.    Improve public access to data by modernizing tools and processes to enhance data discoverability, interoperability, and reusability in a manner consistent with the Program’s Data Management Principles and related measures under Adaptive Management including (i) supporting regional processes that standardize the data, facilitate reporting, and make this data publicly accessible; and, (ii) ensure data are secured in appropriate regional data bases if those data contribute to program and regional reporting needs (2014/2020 Columbia River Basin Fish and Wildlife Program and 2020 Addendum).
3.    Contribute to the Department of Energy’s Public Access Plan and its Digital Research Data Management Policy including being consistent with the White House Open Data Policy, by contributing to sharing and preserving data in a digital format that is publicly accessible

PSMFC Program Manager and other staff, will assist QW with data management and sharing efforts by facilitating communication with StreamNet Partners and QW engagement in StreamNet Program (BPA 1988-108-04), Coordinated Assessments Partnership, Regional Mark Processing Center (BPA 1982-013-01), and other systems maintained by PSMFC and its partners. For effective management, development, and functioning of information tools, QW will maintain a local copy of content, and, maintain and update this data system as needed to ensure synched with existing sources. Good faith efforts will be made to complete the objectives and deliverables listed in this section. However, PSMFC Program Manager, BPA, and Council recognize that these specifics may change as the project is implemented. PSMFC Program Manager will ensure that any such changes are regularly discussed and communicated.
