Summary:
The purpose of the project is to investigate and evaluate the availability and suitability of fish habitat above Grand Coulee Dam upstream to the border with Canada. The Spokane Tribe of Indians (STOI) will lead the investigation under contract with the Bonneville Power Administration (Bonneville). The Bureau of Reclamation is also providing STOI support for work related to this habitat investigation.

The investigation will address components of the Northwest Power and Conservation Council’s fourth emerging priority, described in the 2014 Columbia Basin Fish & Wildlife Program, which calls to “Investigate blocked area mitigation options through reintroduction, passage and habitat improvement, and implement if warranted,” (NWPCC 2014, pg. 84-85 and pg. 116).

This research and evaluation project will be done upstream from Grand Coulee Dam and will encompasses tributaries to the Spokane River, Lake Roosevelt, and the upper Columbia River that have been found to have an intrinsic potential to support anadromous salmonids. This excludes tributaries within the Confederated Tribes of the Colville Reservation (CCT) ancestral, traditional, and ceded lands; as the CCT is conducting similar work.

This work is designed to identify suitable habitats for reintroduction of anadromous salmonids to the blocked area of the upper Columbia River. The steps, techniques, and processes the STOI will use include the following:
• Establishing the historic distribution and identifying tributaries formerly inhabited by anadromous salmonids. Historic distribution will be evaluated by reviewing and summarizing results from previously published Intrinsic Potential models (e.g. ICTRT 2005 and 2007).
• Construct the foundation of an analytical platform to be used to assess current habitat conditions. This modeling environment, Ecosystem Diagnosis and Treatment (EDT), will provide a platform into which existing data will be imported. The model will evaluate the strength of the data and identify gaps that need to be filled in order to provide an accurate assessment of current habitat conditions.
• Additional data collection and analysis of current conditions will not be conducted under this project but in the future under alternative funding sources.

Comments: Recommendation: This project is complete and this was a results-review only. The Council encourages all parties involved in the completion of Phase 1 to consider the ISRP comments for future work. The Council recommends that the comprehensive set of Phase 1 results, as well as successive phases, receive science review by the ISRP to ensure the assessment of potential for the reintroduction continues to be scientifically sound.
