Contract Description:
PURPOSE OF THIS CONTRACT EXTENSION:  

The purpose of this contract extension is to continue administrative and subcontractor staff during Step 2 review by Power Planning Council and ISRP review.  On going work consists of:  continued cost share negotiations, coordinate project coordination and communications, responding to ISRP comments, work on permitting, ESA consultation, land transactions, hatchery operations documentation, general drawing and documents and complete annual report for Brood Collection activities.


PROJECT GOAL:
The purpose of this work is to develop products and deliverables for the Northwest Power & Conservation Council's (NPCC) 3-Step Planning process. This planning is directed at developing a Chinook salmon program to supplement populations in the Okanogan and Columbia Rivers per Hatchery and Genetic Management Plans (HGMPs) developed by the Colville Tribes' and fishery co-managers. (Chief Joseph Hatchery Program)


The goal for this contract is to complete requirements described for the NPCC Step 2 and Step 3 major project review (Major Project Review Document). This includes; 1) produce preliminary and final designs of artificial propagation facilities necessary to support and implement comprehensive plans for management of Chinook salmon in the Okanogan River and the Columbia River above Wells Dam 2) support all needed NEPA and other environmental compliance requirements (note: DEIS and FEIS is through a separate contract with BPA EC section, included in this budget and SOW are funds for CCT staff to review the DEIS and participate in public meetings) 3) Coordinate and implement associated land purchases and leases for hatchery, support facilities and acclimation ponds. 4) Draft a M&E plan that will meet ISRP requirements (most likely to be submitted with Step 3 5) Conduct an associated research project (brood collection study)

Brood Collection Research - Year 2 of the brood collection study to determine methods of obtaining native origin brood stock
Develop a detailed M&E Plan- Development of  a detailed M& E plan for the full CJHP.

BACKGROUND:  
For specific background information on this project please refer to the Step 1 Chief Joseph Hatchery Program Master plan submitted to BPA and the NPCC in May of 2004.

LOCATION OF PROJECT:  
The project is located in the Okanogan Sub-basin in the U.S. and Canada, and the mainstem Columbia River upstream from Wells Dam, all in the Columbia Cascade Province.  Project work will be conducted by the Colville Confederated Tribes, fishery co-managers, and consultants in the Province and in private and public offices throughout the region.
