Project 1995-033-00 - Yakima Phase II Fish Screens Operations and Maintenance (O&M) with Bureau of Reclamation (BOR)
Project Number:
1995-033-00
Title:
Yakima Phase II Fish Screens Operations and Maintenance (O&M) with Bureau of Reclamation (BOR)
Summary:
In accordance with the Pacific Northwest Electric Power Planning and Conservation Act, Bonneville is funding the operation and maintenance of fish protection, mitigation and enhancement facilities in the Yakima River Basin. Reclamation already operates and maintains similar facilities, and is willing to operate and maintain Bonneville's facilities at Bonneville's expense. Reclamation operations and maintains 5 sites exclusively and shares responsibility of 28 other fish screen sites with Washington State Department of Fish and Wildlife (WDFW).
Yakima Fish Screen Phase II O&M, project # 199503300 continues with Intergovernmental Contract #0004251 effective May 1, 2005. In 1994, a Memorandum of Agreement (MOA) between Bonneville, Reclamation, and WDFW was drafted and agreed upon (BOR# 1425-4-MA-10-00840, WDFW# 241-950010). This MOA, through the use of an Annual Work Plan (AWP), assigns specific duties to Reclamation for O&M of Phase II facilities and is funded by Bonneville through master contract #00000026-00001.

Final Round ISRP Comment:
This proposal would continue O & M on Yakima basin screens, clearly an essential, routine component of the process. The proponents seem to have shown consistent improvement over the history of the project and have a track record of success and monitoring. Proposal 198506200 provides monitoring data using up-to-date technology for the performance of the screens. "A thorough review of O&M activities at one-fourth of all sites each year" is the target for the program. More rationale is needed to support the 25% sample rate as well as information on how the sites are chosen. It is possible that some problem sites are going unattended until it is their turn in the cycle?
